Add Steam Workshop mods

ARK mods use Steam Workshop Mod IDs in server startup.

Add mods

1. Get Mod ID from Workshop URL.
2. Startup → Active Mods → comma-separated IDs.
3. Restart — first download takes time.

Mods can exceed 40 GB included storage — extend via the configurator if needed.

For clusters, use the same cluster ID on each map instance.
